A rack and pinion bellows (boot) flexes with the steering as the rack moves side to side, sealing the inner tie-rod joint so lubricating grease stays in and contaminants stay out. A cracked or torn boot lets moisture and debris reach the joint and rack, so a fresh bellows helps protect those parts once the old boot has failed.
